Systems Engineering

Stephen Guine has over 25 years of experience in model-based systems engineering in product line development, human-centric systems, organizational process and technology strategy, and team building.

He is currently a systems engineering manager at Northrop Grumman Corporation supporting several model-based systems engineering activities. Previous positions at Northrop Grumman include guiding full lifecycle systems engineering activities on C4ISR, avionics, and directed energy programs. He worked as a project manager, cost account manager, section manager, and lead systems engineer.

Mr. Guine has worked in the healthcare industry with the Los Angeles County Department of Public Health, Kaiser Permanente, PacifiCare and community-based nonprofit health organizations. He has also worked in public utilities and finance with Metropolitan Water District of Southern California and remains active in public infrastructure initiatives.

Mr. Guine has an MBA from the Drucker Graduate School of Management and a master’s degree in public policy from the University of Southern California with a focus on the application of quantitative methods and modeling for the design of complex systems. He holds a bachelor’s degree in comparative systems analysis/political science from the University of California, Santa Barbara.
